Working Tax Credit and Support for Working Parents' Childcare Costs from the Childcare Element

The State's support for welfare-to-work transitions, and the need to maintain financial incentives in order to make the system effective, gives rise to a range of difficult issues - not least with regard to the limitations on the scope of support for some groups. This paper considers the difficulties and legal issues involved.
