Under Pressure. The Future of Councillor-Officer Relationships

The report presents the findings of a Q-methodology survey of officers and elected members across local government in the UK. It identifies and critically assesses four viewpoints of officer-member relations: settled accommodation; stressed collaboration; frustrated expectations; and galvanised dialogues. Against this background, it presents a set of recommendations to guide practice moving forward.
