Abstract or description

The Ukraine crisis has precipitated the largest movement of refugees in Europe since World War II, with an estimated 6.3 million individuals seeking refuge in various European countries by January 2025. This unprecedented influx has created scope for exploitation of these vulnerable groups of people by human smuggling networks. This paper posits that the crisis in Ukraine has provided additional leverage to these networks for the abuse and manipulation of these refugees and migrants for three primary reasons: the presence of established trafficking networks, widespread population displacement, and a considerable number of women and children traveling independently. Additionally, it asserts that the use of the Western Balkan route by the Ukrainian refugees has been instrumental in escalating irregular migration to the European Union and influencing refugee flows from the Middle East and North Africa (MENA) which in turn exacerbates existing inequalities and undermines the institutions' ability to protect their citizens. To substantiate these claims, this paper 1) analyses how the influx of Ukrainian refugees has affected preceding migration patterns from MENA countries along the Western Balkan route, thereby intensifying the existing crisis and the operations of smuggling networks; and 2) describes the evolution of these networks and their future geo-political implications for Europe. The significance of this paper lies in its exploration of the future challenges related to migrant smuggling in Europe and the policies and protection mechanisms that have been in place for these vulnerable individuals over the past decades, potentially redefining their future protection from the global spread of organised crime.
