The modern #HardToReachGroups are the Far Right, Extremists and others who feel alienated and unheard. They don’t respond to pleas from Government, the Police and other institutions to work together. The Government needs a strategy and a well resourced Plan to go into the spaces where these people frequent and provide them with an alternative narrative PLUS the means to change their reality. Relying on a broken criminal justice system to - every decade or so - change the narrative is short term and more expensive than a well led plan for sustainable change.
